General Council of the World Trade Organization, 1996 Under Article V:2 of the Marrakesh Agreement establishing the WTO "the General Council may make appropriate arrangements for consultation and cooperation with non-governmental organizations concerned with matters related to those of the WTO." These guidelines detail how such interactions should take place.
